There are many ways to create a free website but usually they are supported by ads. Do you want your own domain or will ads be ok?

To make a webpage there are many tools available. I suggest using Coffeecup free html editor and you using an existing template (free ones abound) to make your own site unless you are comfortable with html,java etc..

While it’s targeted at small businesses, it works very well for charities, non-profits, hobby sites, etc. This is a free service and Microsoft is offering a free domain name (i.e. yourdomain.com) for the first year.
