What is the best free website builder out there?

I need to start creating a website from scratch, and need some help finding the best program out there for this. I’m only looking for a completely free website builder

An online site is weebly.com, if you are talking about an html editor, I know some people like alleycode:

would work if you dont know how to build websites with html and its fast and easy when i was 14 i built websites thier for my friends and it took me less then 30min to do so if a 14 year old can do it so can you.

There are many free cms to create websites. Silverstripe, cmc made simple, Drupal, Joomla. You can use wordpress as well for creating website.

The reason why you must to use cms is because you are not limited with your website functionality. You can do a personal website or big community website.
