I think Joomla is your best bet. Easy to use free CMS.

why not create a blog for free using wordpress.com or blogger.com – they can look very professional if you do a good job

I just opened my website at . I started out with the free site but then decided within a day that I wanted my site without the little pop up they put on the free site. Even that wasn’t bad at all compared to a lot of free sites though. Anyway, it was only $47.28 for a year so that was not too bad. It is almost entirely drag and drop. They have many templates but I chose not to use them and build my own doing my graphics in paint shop pro and then uploading them to the site and dropping them where I wanted them to be. I dont’ know any html except for a couple small things and don’t want to have to learn it so webstarts is perfect for me.
