what affordable web site creation program should I use?

There are many many cost effective web site development applications out there. However, is you want to start of on a budget, just go download NVU, this is a free web editor that will let a webmaster build in a graphical interface similar to MS Word and also has an ftp client built in so you can upload your website to the server from the same app.
