Is there a website builder that allows any body to upload videos?

you will not find a “builder”, you will need a script, check out (its a video share site) and if you like what you see then you will find the link to the software at the bottom.

IMPORTANT: Ensure your host allows all the requirments for the script you choose, some hosts don’t allow video / media share sites.

Webstarts is the really the only way to build a totally custom website with ease of use. It has a remarkable drag and drop feature that makes it incredibly easy to use plus many other features. I have been a web developer for many years and once I started using Webstarts there was no turning back. And of course the answer is yes Webstarts allows you to upload videos, and it is extremely easy to upload them as well.
