I wouldn’t suggest gaiaonline because it takes a LOT of effort to earn enough “gold” to make a decent avatar. I can only think of the Yahoo avatars, since you don’t want to download anything. What do you intend to do with your avatar? (use a picture of it? use it to chat?) If you are just using it in a virtual world context, try. I think most of these have to download though. My favorite avatar creation site is unfortunately Second Life, which requires a download and lots of effort.
