For instance, godaddy has the website tonight online application, and some others exist like that. Does anyone know of something like that but with much greater capabilities…Ability to have user accounts on your site, user data forms, database creation, ability upload reports to site in some, etc. in a format to design that is not for programmers?

To first answerer: I’m looking for a easy to use creator with many features available (payment/forms/report uploads, user accounts, database), not how to learn to do that with coding.

You should try Microsoft Office Live. You can design your own web-site using their tools. You need MS Office 2007 to get the best experience. Once you are logged on you will be able set up your Web-site, set-up e-mail, and more. Let me know how it goes. This system is free for the most part and really powerful as far as beginning web guys are concerned.
Once you get going with that, try Microsoft Visual Web Studio 2008. This is a free a power web design tool geared towards those who range from beginner to novice.
