I’m actually trying to create one for a company down in Florida who wants to edit their website..
I haven’t see anything like this so far..
Decent editor would be Sharepoint designer.. that calls for a .torrent though..

If you want a long in system, why not just get a forum, phpBB.com ?
Free software.. plus you can customize the themes a bit to your likings.
